The Functional Setup Manager (FSM) is Fusion's structured framework for organizing, sequencing, and tracking the potentially hundreds of configuration tasks required during an implementation, replacing EBS's more ad hoc reliance on implementation guides and manual task tracking. FSM organizes work into Offerings (major product areas like Financials or Procurement), each broken into Functional Areas, which contain individual Setup Tasks with defined dependencies and prerequisites.

FSM is like a detailed home-renovation project plan generated specifically for your house's floor plan — rather than handing you every possible renovation task ever documented, it filters and sequences only the tasks relevant to your specific rooms (offerings) in the right order (foundation before walls before paint), and lets you package up 'exactly how we built this house' to replicate in a second property.
