Fusion HCM Core Concepts: Global HR and Work Structures

Understand the foundational work structures that underpin Oracle Fusion HCM implementations

Oracle Fusion Global HR is built around a flexible hierarchy of Work Structures: Enterprise, Legal Employer, Business Unit, Division, Department, and Job/Position, which together define how an organization models itself for HR, payroll, and reporting purposes. Unlike EBS HR's more rigid Business Group model, Fusion allows a single global instance to support many countries and legal entities with country-specific rules applied flexibly through Legislative Data Groups (LDGs).

Fusion's work structures are like a multinational franchise's org chart: the parent brand (Enterprise) sets overall standards, each country's franchise (Legal Employer/LDG) follows local laws, and within each location, some franchises tightly define exact staffed positions (Position-based, like 'Shift Manager - Store 42') while others just hire flexibly into general roles (Job-based, like 'Barista').

A key design decision every implementation faces is choosing between a Job-based or Position-based structure (or a hybrid). Job-based structures are simpler and suit organizations with high role fluidity (common in services/tech companies), while Position-based structures tightly control headcount and are typical in the public sector or heavily unionized/structured environments where a specific seat must exist before someone can be hired into it.

Fusion HCM also introduces Flexfields (yes, still called that, conceptually similar to EBS DFF/KFF but configured through a different UI) and, more significantly, extensible Person and Assignment models where a single worker record can have multiple concurrent work relationships and assignments (useful for contingent workers, global assignments, or employees holding two part-time roles simultaneously) — a level of flexibility EBS HR never natively supported.
